Why does this counseling facility never return my phone calls?

I have ocd, bipolar 2, and aspergers syndrome. I have been "counseling hopping" cause I have no insurance (i work part time with no health benefits, and just started my own business) and hate paying a fee. I did have a counselor who was an intern who thought i was wasting my time seeing her cause i wouldnt apply the coping skills she taught me. She was someone who i just couldnt click with. I can get counseling for free at this place based on my income. I have left them messages 4 times within a two month span and still no luck. I even told them that I left messages before and the lady who I talked to said something like, "mam, there's nothing I can do about that you'll have to be transferred to voicemail.". I then said "thanks for your time anyway, goodbye.". I feel I should go up there in person so they will get through to me? My doctor is in the picture to...she prescribed me on an antidepressant (30mg of Celexa) that is probably making my mood swings a little worse since I can no longer take a joke and lash out more than I used to at the slightest inconveniences. I left her two messages over the last two weeks to convince her that I don't need antidepressant s and she still refuses to help me wean off of it. I cannot seem to get thru her thick skull and all she tells me is, "you cannot go off the medication. That will leave you unbalanced. You need longterm counseling and still need to take this medicine.". What can I do to get this counseling place to notice me?
